Yes, you can make Evil sims and they have a hilarious thing where they will occasionally break out into a full on MUAHAHAHAHAHA laugh, and also tend to get really happy when other sims are bummed. Also, the love and like relationship bars are separated so hate sex and enemies *in bed* are options.
The new Create a Sim is balls out awesome (agreed upon even by the haters). Making your Sims look exactly like you want them to look has never been easier, like, down to being able to adjust their foot size and posture even. And the base clothing options are pretty decent (it also has native mod support so if you like making clothes and hairs and stuff in blender it's super easy to throw them in your game).
Personally I find the gameplay both hilarious and deeply entertaining, despite some tuning flaws in the reactions system. They also keep patching it every month with new free content along side bug fixes. I got it on release in September and haven't stopped playing since (and now with the camping game pack they released in October and then first expansion pack, Get To Work, just released last week...John Sheppard is totally retiring from being an Astronaut to run a bakery, and Rodney is going into the new active science career so he can invent a freeze ray).
So, yeah. I love it a loooot. But there are people, especially people who find 3 to be their favorite of the series, don't? Origin has a 24 hour great game thingie where you can return it for a full refund within 24 hours if you want to try it without committment.
